Job summary

The ICT Manager is responsible for the overall success of the ICT department for Sierra Leone. You will be responsible for designing, implementing, and evaluating all internal and external ICT projects. You will manage a team of 6 staff and implement exciting projects such as a biometric routine immunization system that helps ensure all children are protected from vaccine preventable diseases. This position is also part of the SL Leadership Team and will participate in making decisions on the management and operations of the country office.

What you’ll do

With the need for this position in our organization you will be doing the following:

  • Performs daily system and network monitoring, verifies the integrity and availability of all hardware, servers resources, systems, routers, switches and key processes, reviews system and application logs, and verifies completion of scheduled jobs such as backups.

  • Directs and participate in the local and remote testing of network equipment, including running computer programs to diagnose faults, secures, maintains, troubleshoots, manages users systems and upgrade other enterprise applications/systems. Installs, configures, maintains and monitors servers.

  • Directs and participates in various network and systems installation and configurations, networks software.

  • Promoting best practice in the development of Information Technology while working with “super users” in all departments of the organization to ensure the use of consistent, high standards in the management of information.

  • Maintaining and developing a modern, cost effective, stable and secure ICT infrastructure available 24 hours per day, 365 days per year.

  • Setting up and monitoring contracts with external suppliers for the provision of technical support as required.

  • Working with members of the ICT team to develop their skills and knowledge and to ensure that they are integrated into the business.

  • Providing a minimum level of induction training to new starters.

  • Developing, in liaison with HR, a formalized training program for all users with the aim of raising skills, standards and awareness in the use of ICT applications (Microsoft word, excel,outlook, project management software and Google Suite) and promoting consistency across the organization.

  • Coordinates the troubleshooting of malfunctions hardware and software applications to resolve operational issues.

  • Provides support to staff regarding system administration and usage.

  • Provides support in the administration of systems and servers to ensure availability of services to authorized users.

  • Attends and participates in professional group meetings, seminars and trainings in order to stay abreast of new trends and innovations in the field of information systems technology.

  • Performs any other duties assigned by management.

  • Documents opportunities to integrate systems and resources to fulfill project requirements.

  • Ensures effective communications and relationships between clients and project team members are maintained.

  • Prepares and presents oral and/or written technical reports and project presentations.

  • Organizes and conducts project team meetings.

  • Leads the internal and external partnerships relationships.

  • Develops Request for Proposal (RFP), evaluates responses and lead IT systems selection teams. Utilizes current, county-wide and/or department specific software to complete assignments.

  • Attends and participates in professional group meetings, seminars and trainings.

  • Keeps abreast of latest advances and trends in computing systems, including cybersecurity etc and innovation in the field of information systems technology.

  • Supervisory Responsibilities: Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Supervises assigned Staff.

Who you are

  • Certificates needed:

    • Bachelor’s Degree in Computer Science, Computer Engineering, Software Engineering, Information Technology, Project Management or related field.

  • Work-related experience:

    • Must possess 7-10 years working experience. Minimum of 3 years Supervisory experience preferably in an NGO or an equivalent combination of education and experience.

    • Significant and advanced ICT experience may substitute for the Master’s degree.

    • Experience working in ICT project management and/or ICT product development. In-depth knowledge of technical support, systems programming or computer operations, databases, ICT practices and Techniques.

    • Strong leadership skills that include the ability to build effective teams, ability to motivate others, delegation, and timely/quality decision making. Exemplary skills with leading and managing multi-disciplinary teams, as well as mentoring other team members.

    • Must be able to work as a leader and member of a team and possess good problem-solving skills.

    • Must possess the ability to organize, instruct and supervise staff while promoting group effort and achievement. Must have the ability to manage conflicts and resolve problems effectively.

    • Action oriented and resilient in a fast-paced environment.

    • Outstanding communication skills (verbal and written).
